Referring to the evolution of the COVID-19 pandemic and the wished prospect of a rehabilitation to the social life of citizens, it is proposed to support the local/national political action with territorial planning tools to support the safe and gradual reopening of the main social and economic sharing spaces of the country in the so called PHASE 2 of emergency management.

The analysis of data derived from the acquisition of satellite images in the Copernicus Emergency Management Service (EMS) Rapid Mapping, managed by an international consortium led by e-GEOS (joint venture between Telespazio and Italian Space Agency), provides maps generated starting from space sensed data, useful for tracking the evolution of the emergency in the different phases. These maps can integrate information from optical satellites at very high resolution (0.5m) with aerial orthophotos (0.2-0.5m), data from census databases, road graphs and even drone acquired images.

Building on the experience gained in activations of EMS Services in other emergency cases, some areas of intervention have been identified by the Civil Protection for Piemonte Region to support the planning of the post COVID-19 disease.
